FTE enterprise pool


What is it and why are we doing this?
In an effort to maximize the County’s most important resource, a pool of available FTE’s allocated across the enterprise will provide greater flexibility as business needs arise and/or priorities change.

How will the Pool Operate?

  • Beginning Oct. 1 a baseline of FTE allocation will be established for each Business Center, based on the adopted budget.
  • Vacancies will NOT be swept automatically – instead, they will go into the pool and remain in the Business Center’s total allocation.
  • When manager is ready to fill an allocated vacancy, complete a Talent Requisition and submit to your campus TPM Service Advisor. An up-to-date Position Description with Physical Demands should also be included in this submittal.  (Procedures)
  • TPM Service Advisor sends the Talent Requisition and Position Description with Physical Demands to Human Resources.  An identifying number is assigned, and the FTE is posted on PATS.
  • Requests for FTE’s over and above the Business Center’s allocation will go to the FTE Review Committee for a business case review presented by the requesting Business Center.
  • This is not intended to affect vacant positions that are currently in active status of advertisement or recruitment.

Is the FTE Pool intended to take away positions or reduce staff?
No.  It is possible that as vacancies are evaluated those actions could occur, but that is no different than the current system – it would not be caused by the FTE Pool.

So, what is the purpose of the FTE Pool?
It is intended to encourage managers to think about and plan their staffing needs – vacancies should not be automatically filled without group discussion of the Business Center management team.  It also streamlines the process for filling vacancies, and enhances the organization’s ability to provide managers with accurate reports for monitoring and planning purposes and gain efficiencies through taking advantage of other business centers’ vacancies.
 
When will we know specifics about incorporating this change into our business and resource planning efforts for FY08?
Details about the budget planning cycle for FY08 will be available in November 2006.

I’ve heard that I might lose the position number of a vacancy – won’t that mess things up?  Should I be worried?
No.  The position number will no longer be tied to the Business Center.  The newly assigned identifying number will not be the same as the position number.  When your vacancy is filled, it is likely that it will have a different number than when it was vacated.  Don’t worry, your allocation will not change, just the identifier unless allocation changes due to budget amendment.

What, if anything, could cause my FTE allocation to change?
FTE allocations may change based on budget amendments and changes in allocation during the year approved by the FTE Review Committee –  a report will be provided for the purpose of monitoring available vacancies and projected salaries.

Who are the members of the FTE Committee?
HR Manager, Finance Manager, Two-month Rotation of Executive Team Member (currently Rob Lewis).
