10.08 Employee Recognition Programs
The Office of Employee Development (OED) general manager shall coordinate employee recognition programs involving the award of cash payments, plaques, certificates and tokens. Eligibility criteria for awards are described below. Employees in positions in the Teamsters, Local Union #173 bargaining unit are eligible to participate only in the specific Employee Awards and Recognition Programs incorporated into the collective bargaining agreement applicable to that bargaining unit, and as such agreement may be modified by the parties thereto.
No single award to any one employee shall have a monetary value in excess of $2,000 net cash. Awards will be "grossed up" to offset the taxes levied on the awards, making the dollar value of the awards a "net cash award" amount.

The Human Resources general manager shall approve guidelines for nominating and recognizing individuals through the Employee Awards and Recognition Programs who, through their efforts, have benefited the county organization or the public.
individuals may be nominated and selected for the following awards:
notably outstanding work (NOW)
The NOW award, presented at the business center and administration level, is an on-the-spot award presented to an employee or non-employee, including city or state employees, performing work for a business center or administration and Sarasota County Government employees in court administration, by another employee for exemplary service. This award will be a token unique to each business center and administration with a monetary value not to exceed $5 net cash, unless approved by the county administrator or his designee.
quality service award (QSA)
This award, presented monthly at the business center and administration level, is awarded to individuals or teams of employees, including city or state employees, performing work for a business center or administration and Sarasota County Government employees in court administration, for outstanding service. This award will consist of a framed certificate and a token unique to each business center and administration with a monetary value of approximately $20 net cash. With the prior written approval of the county administrator or his designee, the monetary net cash value of this award may exceed $20 net cash.
performance recognized as outstanding award (PRO)
This award is presented at the county level to individuals or a team of employees*, including city or state employees, performing work for a business center or administration and Sarasota County Government employees in court administration, for exceptional service benefiting the county government, community or public. This award will consist of a plaque, $250 net cash and a day off**. With the prior written approval of the county administrator or his designee, the monetary net cash portion of this award may exceed $250 net cash.
*There can be zero to five awards each month.
**State Department of Health employees and employees working for the city of Sarasota assigned to Housing will not be eligible for the day off.
employee suggestion program
The Human Resources general manager shall approve guidelines for an employee suggestion program. The program shall encourage career service employees to contribute to the productivity, efficiency, effectiveness and cost savings of county operations by providing appropriate awards for written suggestions which are accepted and implemented by administration, a business center, unit, functional area or agency and result in measurable savings or additional revenue to the county.
Where the benefits to the county can be measured, an employee whose written suggestion submitted under the employee suggestion program developed pursuant to this section has been accepted and implemented by administration or a business center shall receive a cash award based on the savings or additional revenue realized in the first year after implementation of the suggestion. The amount of the cash award shall be 10 percent of the first year’s actual savings or increased benefits, up to a maximum cash award of $2,000 net cash. Where the benefits to the county cannot be measured in terms of dollars saved or increased revenues, an employee whose written suggestion submitted under the employee suggestion program developed pursuant to this section has been accepted and implemented by administration or a business center shall receive either a cash award in the amount of $100 net cash or a plaque or other appropriate certificate of recognition, the value of which shall not exceed $50 net cash.
The acceptance of an award for any implemented suggestion shall constitute an agreement by the employee that all future claims are waived, regardless of the use made of a suggestion by administration, a business center, unit, functional area, or agency.
A suggestion previously implemented by administration, a business center, unit, functional area or agency may be implemented by administration, a business center, unit, functional area, or agency of Sarasota County Government without requiring an additional award to the employee who submitted the suggestion.
Cash awards shall be paid from appropriations available to the implementing business center or administration.

service awards
Career service employees retiring from employment with Sarasota County Government who have demonstrated dedication to quality service or made contributions that have enriched the County, shall be presented with a retirement award. This award, presented at the county level, will be a framed certificate and a gift selected by the retiree from a selection available through Human Resources (clock, plaque, vase, or other token).
Career service employees who achieve increments of five years of continuous and creditable service, beginning with completion of ten years* of continuous and creditable service to Sarasota County Government, shall be presented a suitable lapel pin and a framed certificate. Career Service awards will be presented at the business center and administration level.
*State employees are recognized after five years of employment and every five years thereafter.
safety awards program
The Human Resources general manager shall coordinate with the Risk manager development of safety awards programs to recognize employees who are instrumental in reducing or avoiding job related accidents and injuries.
internal / additional awards
Establishment of employee recognition initiatives and programs internal to administration, the business centers, units, functional areas, or agencies is highly encouraged. Letters of commendation or appreciation may be presented at any time to commend or express appreciation. Awards granted under internal employee recognition programs shall be of monetary value commensurate with the organizational level at which the awards are granted and shall not exceed in value, nor have the effect or appearance of diminishing the importance of awards granted under the county-wide Employee Recognition programs. Internal employee recognition programs and awards shall be effected in addition to the county-wide Employee Recognition programs and awards granted under it.
funding of employee recognition programs
All awards, monetary and non-monetary, shall be paid from approved appropriations available to the implementing or effected business center, administration, unit, functional area, or agency.
